What makes a brief good?
Saying what the software is for rather than how to build it, and being explicit about what can wait. Most briefs describe a feature list; the useful ones describe a problem, the people who have it, and how you will know it is solved. That is what lets an agency propose something better than what you asked for.
Should I really state a budget?
Yes, as a range. Withholding it feels like negotiating leverage but mostly wastes everyone's time: agencies propose against an imagined budget and you get proposals that are wildly over or suspiciously under. A range lets people tell you honestly what is achievable within it.
Why does the brief list unanswered questions?
Because an incomplete brief with the gaps named is far more useful than one where they are silently missing. It tells whoever reads it which things you have decided and which are still open — and open questions are exactly what a first conversation should cover.
Can I send this to other agencies?
That is what it is for. Download it and send it to as many firms as you like. You will get better proposals from all of them, and you will be able to compare them properly, which is worth more to you than any one agency's convenience.
